
He received his Bachelor of Science degree in Agriculture Engineering from Çukurova University, Adana, Turkey in 1997 and also he had a Pedagogical Formation Degree from Çukurova University Faculty of Education in the 1996-1997 academic year. He both completed his master's degree at Ankara University in 2004, and the PhD Program, Institute of Science between 2004-2011 and got the title of Associate Professor in 2021.
He worked in the private sector for 1 year after graduation. He started to work as an expert at the directorate of Agriculture, Forestry and Rural Development of Southeastern Anatolia Project Regional Development Administration in 1998. He was the Agriculture, Forestry and Rural Development Coordinator between the years of 2009-2012 and since 2013 he has been working as Economic Development, Entrepreneurship and Private Sector General Coordinator. He served as Deputy Vice President of the GAP Administration between April 15, 2020 and June 25, 2021.
Assoc. Prof. Dr. Nusret MUTLU was appointed as the Vice President of the GAP Regional Development Administration with the Presidential Decree published in the Official Gazette dated June 26, 2021 and numbered 31523.
He has project managing and implementing experiences in many national and international projects with respect to studies on Regional Development, Entrepreneurship and Innovation, Clustering, Preparation and Implementation of Competition Agendas, Integrated Resource Efficiency in Industry and Agriculture, Renewable Energy and Energy Efficiency, Development and Application of Technology Using in Agriculture and Industry, Improving Agricultural Production, Rural Development, Organic Agriculture Cluster Development for 22 years.
He has presentations, papers and books about his subjects in many national and international congresses / conferences, workshops and symposiums
